General Overview of the Finance Department's Responsibilities
- Assists the Administration with the preparation of an annual budget.
- Administers financial policies and procedures.
- Receives and has control of all Township cash receipts for deposit in approved depositories.
- Controls the disbursement of all Township funds.
- Processes paychecks for all Township employees. Handles the payment of payroll withholdings and reporting to all appropriate agencies.
- Manages Township funds to maintain cash flow for the payment of bills. Investment of idle funds in accordance with the Township’s Cash Management Plan.
- Maintains the Township’s accounting system and records all financial transactions.
- Maintain and provide budgetary information for all departments. Controls expenditures to ensure department budgets are not exceeded.
- Prepares annual financial reports for the Township and outside regulatory agencies.
- Issues and monitors debt to finance capital projects. Makes all required payments on debt service in a timely manner.
Douglas R. Gannon, CPA, RMA, CMFO - Chief Financial Officer
The Chief Financial Officer is responsible for the proper financial administration of the Township in accordance with the Local Government Supervision Act of 1947, the Local Bond Law, the Local Budget Law and the Local Fiscal Affairs Law. Ensures compliance with all statutes, and all rules and regulations promulgated by the Director of the Division of Local Government Services, the Local Finance Board, or any other State agency, as it pertains to the financial administration of the Township.
Oversees all functions performed by the Finance Department. Doug assists the Township Administrator in the preparation of the annual budget. Monitors and implements the budget after adoption. Prepares the financial statements included in the Township audit. Also prepares various other reports required by State agencies. Responsible for debt issuance and complying with continuing disclosure requirements.
Ruth E. Hendricks, CMFO - Assistant Chief Financial Officer
Duties are too numerous to list, but include the following. Maintains and reconciles the accounting records for numerous Funds. Involved in the day-to-day operations of verifying bank deposits, investment of idle funds, executing transfers between bank accounts, bank reconciliation, processing purchase orders, maintenance of developer escrow and off-duty accounts. Ruth also assists in monitoring the annual budget.
Nelly Philips - Payroll Coordinator
Nelly processes the Township’s bi-weekly payroll for approximately 300 permanent and seasonal employees. Prepares all payroll reports required by Federal and State governments, as well as payment of all amounts withheld to the appropriate agencies. Also maintains the time and attendance records for all employees.
Christine Roberts - Senior Clerk Bookkeeper
Christine maintains financial records for all transactions of the Water/Sewer Utility. Assists in processing purchase orders and payment of bills as needed. Also collects cash receipts from various departments. Responsible for maintaining and reconciling developer escrow account records.
Noreen Stilwell - Principal Clerk Typist
Processes purchase orders on a daily basis. Noreen handles all telephone inquiries and written correspondence with vendors. Processes invoices for payment, obtaining all required documentation and signatures. Also processes checks for payments to all vendors. Additionally, she performs the daily bank deposit of all Township funds.
