Bonnie N. Flynn, PP, AICP

Bonnie has been with the Township since March 2008. Prior to coming to Stafford, Bonnie worked at the State level for the Council on Affordable Housing and at the County level for the Morris County Planning Department. Bonnie was also Executive Director of the Middlesex County Habitat for Humanity affiliate. Bonnie received her master’s degree from the Edward J. Bloustein School of Planning and Public Policy at Rutgers University and her undergraduate degree from Douglass College (Rutgers University). Bonnie is a licensed Professional Planner of the State of New Jersey and member of the American Institute of Certified Planners. Bonnie is also a member of the NJ Chapter of the American Planning Association, where she also holds the position of Secretary to the Executive Committee. Bonnie is a member of the New Jersey Association of Planning & Zoning Administrators, the Affordable Housing Professionals of New Jersey and the NJ Association of Floodplain Management. Bonnie is the Zoning Officer, Affordable Housing Coordinator, Census Coordinator, Community Rating System Coordinator, Administrative Officer to the Planning Board and Zoning Board of Adjustment and Alternative Representative to the County’s Community Development Block Grant Committee. Bonnie is also the Class II member of the Planning Board.
Diane Denroche

Diane has been with the Township since June 2000 as Secretary to the Zoning Board of Adjustment. Diane currently holds a Planning Board-Zoning Board of Adjustment Secretary Certificate from Rutgers University’s Center for Government Services. Diane is a member of the New Jersey Association of Planning & Zoning Administrators and the New Jersey Planning Officials. Prior to coming to Stafford, Diane drove a tour bus all along the East Coast.
Jeff Pharo

Jeff has been with the Township since July 1992. Jeff currently holds the positions of Deputy Director of Community Development, Deputy Zoning Officer, Chief Code Enforcement Officer as well as the Pineland’s Administrative Officer for the Township. Jeff currently holds a Zoning Official Certificate through Rutgers University’s Center for Government Services. In addition, Jeff holds certifications through FEMA’s Emergency Management Institute for the Management of Floodplain Development and the Community Rating System.
Annemarie Sillitoe

Annemarie has been with the Township since April 1995. Since coming to the Township, Annemarie has served as the Secretary to the Planning Board, Deputy Secretary to the Zoning Board of Adjustment as well as the Secretary to the Environmental Commission. Annemarie currently holds a Planning Board-Zoning Board of Adjustment Secretary Certificate and Zoning Official Certificate through Rutgers University’s Center for Government Services and is a member of the New Jersey Association of Planning & Zoning Administrators and the New Jersey Planning Officials.
Karl Sillitoe

Karl has been with the Township since April 2002. Karl holds the positions of Deputy Zoning Officer and Deputy Code Enforcement Officer. Karl currently holds a Zoning Official Certificate through Rutgers University’s Center for Government Services.
